Other recommendations in this section are:
Goal TC-2 (Maintain and improve vehicular traffic safety levels on City streets.) Add new Strategy TC-2.2: Review speed limits throughout the city and reduce to conform to current recommendations for pedestrian-friendly congested village areas.
Goal TC-3 (Promote alternatives to single-occupancy vehicles….) Add new Strategy TC-3.1: Encourage use of public transportation by enhancing pedestrian environment around terminals and stops.
Goal TC-5 (Enhance streetscapes and sidewalks throughout the City.) Add: ", consistent with historic character." Also add new Strategy 5.2: Ensure that all improvements undergo design review to ensure historic compatibility.
Goal TC-6 (Provide for safe and comfortable bicycle and pedestrian circulation throughout the City.) Add Policy: Promote and facilitate Newburyport as a walkable city, where walking is an attractive alternative to or extension of an automobile or public transportation trip.
Add new Strategy TC-6.4: Combine reduced speed limits and other traffic calming techniques to enhance pedestrian safety and comfort.
Goal TC-7 (Accessibility) To "Policy: All public streets, sidewalks and pathways should be barrier free," add "to the fullest extent possible consistent with preserving any special historic character." (This is consistent with laws regarding accessibility for National Register eligible properties, and the language here would not unduly raise expectations.).
In the Natural and Cultural Resources section:
To Goal NCR-2, add Policy: Strengthen City's ability to protect its heritage by updating the inventory of historic resources to current Massachusetts Historical Commission standards, providing additional staff support to the Newburyport Historical Commission and creating local historic districts as provided in the City's Preservation Plan.
Revise Strategy NCR-2.1 to eliminate "Consider establishing…." and substitute "Study and establish ….."
In the Open Space and Recreation section:
Goal OSR-2: Add new Strategy OSR-2.4: Review and enhance management and maintenance of City-owned land to reflect recommended environmental management practices and improve appearance. (To Strategy OSR-2.3 (Enhance Merrimack River Trail), could also add Action: Relocate City gravel and asphalt piles at corner of Spring Lane and Old Ferry Road away from edge of Trail. But this may be too specific.)
