The Guiding Principles are excellent, and by and large, I think the goals, policies and strategies are well crafted. However, I think that they could be strengthened in several important ways.
In the Land Use section:
Goal H-3:(Ensure that the design for new development and redevelopment…) Add Policy: Utilize municipal regulatory techniques and permitting authority to promote retention and reuse of existing structures and neighborhood-specific compatibility of additions and infill.
Add new Strategy H-3.3: Use local historic districts and demolition delay ordinance to encourage rehabilitation of existing structures over demolition and new construction.
Add new Strategy H-3.4: Create zoning regulations based on neighborhood-specific historic development patterns to ensure consistent development in older neighborhoods.
In the Transportation and Circulation Section:
No aspect of planning is more innately inimical to historic character than transportation, and therefore it is especially important to incorporate caveats to minimize potential damage.
Here, the major recommendation is:
The City should adopt as a goal and policy for all transportation projects, both local and state funded, the concept of "context sensitive design." Inclusion of this basic concept in the Master Plan will strengthen the City's hand in negotiations with the state.
